Global Economic and Public Policy Framework: A Book of Innovative and Visionary Policy Propositions for World Leaders and Policy-makers

London, England (PRWEB) June 13, 2007 -- After six years of writing, UK-based academic, Nazimudeen Saleem has recently published his book titled Global Economic and Public Policy Framework -- a policy blueprint for nation-states, transnational corporations, and multilateral organizations. Although with controversial if not radical ideas, the book covers the key public policy areas at global and national levels.

Saleem claims that the existing socio-economic models of governance and institutions are archaic and obsolete. It meant the world as a society has failed to act proactively and its approaches to manage change remains orthodox and reactive while the advancing technology and its applications is also a real challenge. The existing models do not seem to response successfully to address the current problems, he claims.

The contents of the book stretch from the issues of globalization and the role of the giant multinationals as well as the crisis-ridden Global Financial System to addressing the socio-economic issues of the nation-states and the ineffectiveness of the global institutions and multilateral organizations, including the UN and its agencies.

One of the key policy issues at the national level remains the management of economy and public revenue versus expenditure. Saleem believes there is an urgent need to lower the national debt level worldwide. Although the author's idea of corporatizing the nation-state may seem controversial, generating revenue by equitizing the national economic potential to be sold in the stock market is something unprecedented.

Saleem proposes the concepts of Gross National Asset, National Equity and GRASS (General Revenue Augmentation Share Stock), and a straight and simple turnover-based corporate tax regime that would eliminate the need for creative accounting. There is no need to tax the people's income either, he says.

The author also claims that the giant multinationals can be made responsible and accountable as well as sustainable by making them independent and sovereign corporations. But the concepts such as individual corporate currency (not a legal tender) and corporate passports under the authority of the Organization of the Transnational Corporations, (based on the UN model) may sound like science fiction to some.

The existing party-political system at national level and institutions of governance at the global level are increasingly becoming obsolete and therefore fail to response to the emerging global challenges today, Saleem points out. He proposes a party-less non-dogmatic political process called Non-aligned Democracy where a Governing Executive Council (GEC) elected by a parliamentary ballot will be responsible for governing the country. At the grassroots level, an electoral forum made up of various interest groups nominates independent candidates to stand for the national ballot to be elected as MPs.

Saleem also addresses the issues of UN and Security Council reform where an innovative solution to the Security Council membership has been suggested. He proposes to create a number of Regional Security Councils (RSC) with full membership at the UN Security Council together with the permanent five. The book ends with the examination of some public policy externalities or ten key influencing factors that could shape the future global policies.

The author is confident that some of the policy propositions suggested can be realized in the near future if some courageous leaders would take the initiative. He seeks to promote such ideas as an economy without income tax, quasi sovereign transnational corporations with a corporate currency, Virtual Gold Standard and a virtual global currency with fixed exchange parity, party-less non-aligned democracy, equity-based national revenue generation scheme or GRASS etc.

Saleem intends to set up a foundation using a portion of the proceeds from the book's sales.
